School heads no longer issue KCSE certificates

Schools no longer release certificates
The Ministry of Education (MOE), through Education CS Julius Ogamba (sometimes called “Migos”), has directed that from 2026 (or “soon”, depending on the announcement), KCSE (and KCPE) certificates will not be collected from former schools or via school heads. Instead, the collection point will be sub‑county education offices.
Why the change?
-To stop the widespread practice of withholding certificates by school principals over unpaid fees. Many students were unable to progress to higher education or secure job opportunities because their KCSE/KCPE certificates were withheld until fees were paid.
-Because withholding certificates is illegal under the Kenya National Examinations Council (KNEC) Act of 2012 and other legal frameworks.
Instead of being issued at schools, KCSE and KCPE certificates will be dispatched via the Sub‑County Director of Education offices. Students will collect from these government offices.
This shift is to ensure fairness, transparency, and to avoid abuse of power by school authorities holding certificates hostage.
